Public safety leader and Real Time Intelligence Center (RTIC) commander expands Constant’s public safety expertise
North Kingstown, RI: Constant is proud to announce that retired Lieutenant Sean Riley has joined our Business Development team as Assistant Director of Public Safety. In this role, Lt. Riley will work alongside Director of Public Safety, Sean Arthur, to support agencies nationwide as they plan, design, and operate real-time intelligence centers.
Lt. Riley joins Constant this month and will be representing the company at industry events, supporting site tours, and assisting with new project engagement. Many within the public safety community are familiar with Lt. Riley from his leadership role in developing the Real Time Intelligence Center (RTIC) for the Glendale Police Department in Southern California.
Lt. Riley brings more than 26 years of sworn law enforcement experience, retiring from the Glendale Police Department after a distinguished career that culminated in his service as Special Investigations Bureau Commander and Real Time Intelligence Center Commander. As the RTIC Manager, Lt. Riley served as the sworn-side lead of the operation, acting as a critical bridge between professional civilian staff within the center and sworn officers working in the field. “This role required a constant balance,” Riley explains.
“You’re connecting people, processes, and technology in real time, supporting officers on the street, while managing the pace, complexity, and accountability of the center itself.”
Throughout his career, Lt. Riley developed expertise in public safety technology, including in-vehicle systems, body-worn cameras, fixed surveillance, and emerging intelligence tools. That experience, combined with his leadership responsibilities, positioned him to work effectively with technology partners, manage complex contracts, and oversee multidisciplinary teams, an intersection that closely mirrors the challenges agencies face when building and operating modern RTICs. “Sean understands what it takes to make these centers work, not just technically, but operationally,” said Sean Arthur, Director of Public Safety at Constant.
“He has lived the realities our clients face every day. His experience as both a commander and a client adds great value to the guidance we provide.”
In his role at Constant, Lt. Riley will help agencies translate operational needs into practical, scalable solutions. His contributions will support early project planning, stakeholder alignment, site tours, and peer-to-peer conversations with public safety leaders who are evaluating or expanding real-time operations, intelligence, and command center capabilities. “Joining Constant allows me to continue supporting public safety missions in a new way,” Riley said.

Lt. Riley’s addition further strengthens Constant’s public safety leadership team, expanding on the foundation established in 2022 with the launch of the Public Safety Division. Together, Arthur and Riley bring decades of real-world operational experience to agencies seeking trusted guidance in the design and execution of mission-critical environments.
