When the O’Fallon Police Department began planning its Regional Real-Time Information Center, the city was already Missouri’s seventh-largest, and the police department relied on body cameras, license plate readers, traffic cameras, drones, and other systems across daily operations. Those tools expanded the information available to officers and investigators, but the department still needed a coordinated way to review and share it during active incidents and investigations.
O’Fallon also participated in a regional intelligence center outside St. Charles County. Because that center did not carry local radio traffic or focus specifically on St. Charles County, they decided to explore the process of building a Real Time Information Center that could bring agency resources together and support regional coordination.
Developing a Regional RTIC
The idea gained momentum after O’Fallon Chief of Police Frank Mininni visited another real-time center and recognized how a similar operation could support his department. As Mininni and other department leaders explored the concept, they realized that the opportunity extended beyond city limits. Nearby agencies had their own technology, information, and jurisdictional knowledge, and combining those capabilities would provide a more complete view during incidents that crossed agency boundaries.

The completed RTIC now connects six cities through a shared regional operation. Each agency retains access to its own systems while contributing relevant information during calls for service, investigations, and multi-agency response. Analysts can follow an incident across jurisdictions without losing the local context each department brings to the center.

From Concept to Operation
Turning the regional concept into an operational RTIC required the department to define how analysts, supervisors, and participating agencies would work together. Department leadership identified the systems needed at each workstation, the information that required shared visibility, and the layout priorities that would support communication across the center.

The completed RTIC followed the workflows and requirements established throughout that planning process. The consoles, displays, equipment racks, and cabling matched the configuration operators had reviewed, allowing the department to begin operations with the technology and layout they expected.
Supporting Shared Visibility and Coordinated Response
Constant designed the RTIC around a regional operating model that preserves access to agency-specific systems while supporting shared visibility across the center. The completed configuration integrates a 6×2 video wall, video processing, audio, workstation capture, and tactical-style operator consoles manufactured by Constant Technologies.

Workstation capture connects individual applications to the shared display when an incident requires broader review and provides participating agencies with a common operating picture. Analysts retain responsibility for their assigned systems while priority information remains visible across the RTIC.
Public Safety Impact
One of the clearest early examples of the RTIC’s impact came during a nighttime search in dense brush. While the drone pilot concentrated on flight operations, analysts reviewed thermal imagery on the RTIC’s video wall. They interpreted the feed, identified the suspect’s location, and directed responding officers through the area.
The response showed how the Regional RTIC connects personnel with different responsibilities during an active incident. The pilot managed the aircraft, analysts evaluated the imagery, and officers received updated information as they moved through the search area.

Large community events present a different set of coordination demands. During events like the Missouri River Irish Fest, the RTIC gives participating departments a central resource for reviewing available information, coordinating personnel, and responding safely and efficiently when an incident develops.
Weather incidents and fire response create similar demands for timely information. Early drone visibility allows fire protection districts to assess conditions before apparatus arrive, adjust the resources sent to the scene, and return units to service more quickly when a full response is unnecessary.
Planning for Continued Growth
The O’Fallon Police Department expected to introduce the regional operation gradually, but participation developed faster than anticipated. That early interest prompted discussions about future staffing, operator capacity, and whether the current facility would remain large enough as the RTIC’s role expanded.
Constant designed the integrated technology and operator consoles so they could be adapted, relocated, and reinstalled if O’Fallon eventually moves the operation into a larger facility. This flexibility allows the department to respond to changes in technology, staffing, and regional participation while preserving its investment in the existing systems and operator consoles. Constant remains available to support future modifications or relocation.

O’Fallon began with a local need to organize the information already available to its police department.
