Why Providence Established an RTCC
The City of Providence, known as the “Creative Capital,” is the third-most populous city in New England. As a city that hosts major cultural events, festivals, and university communities, Providence faces a wide range of public safety challenges that require coordinated, real-time response. The Providence Police Department established its Real Time Crime Center to meet that need.
Detective Sergeant Jonathan Primiano, the RTCC Supervisor, explains that:
“The Real Time Crime Center focuses on providing real-time, actionable intelligence to our officers in the field. We support our investigative bureau, focus on community safety, and enhance the safety of our officers as they respond to critical incidents.”
The Role of the RTCC
The Providence RTCC brings technologies together, integrating camera feeds, data analytics, and communications systems to provide a clear operational picture. Officers identify patterns and share actionable intelligence instantly with field units, improving both safety and efficiency.
Technology has become central to investigations. Primiano added:
“The Real Time Crime Center is an important part of modern policing because technology has grown to such an extent that it’s part of every investigation we do, whether that’s video surveillance, digital forensics, or something as simple as license plate reader data.”
Real-Time Impact: From Events to Field Operations
Providence is home to many public gatherings including parades and festivals. These events attract thousands of visitors, and the RTCC helps ensure they remain safe.
In addition to special events, Primiano described an incident where a foot pursuit led to an arrest near a busy highway. From the RTCC, they were able to monitor the individual as he fled on the highway, keeping officers safe and off the highway, while coordinating resources to take the suspect into custody without risking lives. Beyond policing, the RTCC supports missing person searches and crowd control.
Strengthening Safety for Officers and Citizens
For patrol officers, the RTCC provides an essential layer of awareness and support. The RTCC provides faster response times and accelerates investigations so they can make apprehensions quicker.
That situational awareness directly benefits residents. The RTCC allows the Providence PD to resolve incidents in real time, whether it’s returning a stolen purse or arresting a suspect, creating a safer environment for everyone.
Collaboration with Local Institutions
Providence’s many universities, including Brown University and the Rhode Island School of Design, add a dimension to citywide safety efforts. The RTCC integrates nearby video feeds and coordinates with campus safety teams to support rapid response to incidents around the city’s University communities. “We work closely with these universities,” Primiano said. “If there’s a critical incident, we can respond immediately and assist their teams.”
From Concept to Completion: A Rhode Island Partnership
When the Providence Police Department set out to create their RTCC, they partnered with Constant Technologies. Primiano shared that:
“Constant Technologies supported us every step of the way: through design, preparation, and installation. They also connected us with other agencies who had already completed these projects, which was crucial for us as we were just getting started.”
That peer-to-peer guidance, combined with Constant’s mission-critical expertise, helped Providence launch a fully integrated RTCC that strengthens situational awareness and supports more efficient, coordinated responses across the city.
